Revenue commissions Luminary solution

LEEDS, UK 23rd August 2004 - Luminary Solutions, the leading supplier of mobile and system integration solutions, has completed a number of projects for the Office of the Revenue Commissioners (Revenue).

Revenue collects and administers almost all government imposed taxes and duties in the Republic of Ireland. Net tax and duty receipts totalled 26.7 billion euro in 2003. In addition, Revenue enforces import and export controls and is responsible for the national administration of various European Union schemes such as the exchange of VAT information between member states. It also carries out collection work for a number of other Irish government departments.

Revenue uses an integrated set of applications for the administration of all taxes. These provide a 'whole customer view' that offers up-to-the-minute information on the status of each taxpayer to the 130 tax offices around the country, as well an internet-based file and pay facilities for taxpayer self service. The technical environment is a combination of Java based solutions combined with older n-tier client server technology.

Working in conjunction with Revenue's ICT and eBusiness Division, Luminary initially provided a solution which enabled the deployment of existing "fat" client applications (built using CA's OpenROAD technology) over Revenue's intranet. This 'eClient' solution extended the life of these applications and made them more accessible to a wider audience. Luminary also developed a number of prototypes which demonstrated how OpenROAD can communicate with LDAP (Lightweight Directory Access Protocol) directories for central security access, embedded HTML screens and use SOAP to interact with existing web services. These proof of concept prototypes were delivered with high quality documentation and knowledge transfer to Revenue technical staff and have since been incorporated into Revenue's mainstream development projects.

Following the success of these projects, Luminary has been engaged via Accenture (one of Revenue's technology partners) to deliver a Management Information Framework to provide Revenue senior management with the ability to measure performance against targets. This system gathers data from a variety of existing sources. Luminary's familiarity with Ingres database technology, widely used in Revenue, together with the use of OpenROAD eClient and application server technology allowed rapid development of the solution. Having successfully delivered the first release of the project, work is now ongoing with Revenue to determine the scope and requirements for the next version.
